Can we curse people in the name of the Lord like Elisha did and pray for them like David did and Jesus told us to pray?

3:16 All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness,
3:17 that the man of God may be complete, thoroughly equipped for every good work. 2 Timothy

2:24 So he turned around and looked at them, and pronounced a curse on them in the name of the LORD. And two female bears came out of the woods and mauled forty-two of the youths.
2:25 Then he went from there to Mount Carmel, and from there he returned to Samaria.2 Kings

109:6 Set a wicked man over him, And let an accuser stand at his right hand.
109:7 When he is judged, let him be found guilty, And let his prayer become sin.
109:8 Let his days be few, And let another take his office.
109:9 Let his children be fatherless,And his wife a widow.

109:11 Let the creditor seize all that he has, And let strangers plunder his labor.
109:12 Let there be none to extend mercy to him, Nor let there be any to favor his fatherless children.
109:13 Let his posterity be cut off, And in the generation following let their name be blotted out.

18:7 "And shall God not avenge His own elect who cry out day and night to Him, though He bears long with them?
18:8 "I tell you that He will avenge them speedily. Nevertheless, when the Son of Man comes, will He really find faith on the earth?"Luke
